CHAIRMAN
Dr. Suubi Patrick is the Chairman of UPHLS. He has held several leadership positions in the inclusion of persons with disabilities in the past. Dr. Suubi is also the Rwandan Union Blind RUB legal advisor, He is Deputy Dean of the school of inclusive and Special Needs Education at the University of Rwanda College of Education and a lecturer in special needs education, psychology at the University of Rwanda College of Education.
He studied philosophy majoring in philosophy special needs and holds a Ph.D. in philosophy from the University of Witwatersrand South Africa.
