Dr Patrick Suubi was born in Uganda in 1967. He had his primary, secondary and undergraduate studies in Kenya. He got his masters degree from the University of Oslo in Norway while his doctorate was obtained from the University of the Witwatersrand in Johannesburg, South Africa. He is a lecturer in the University of Rwanda College of Education where he specialises in special needs education and inclusive education.

Dr Suubi has had a long experience of working in the disability field. He has served on the board of Rwanda Union of the Blind as its chairperson for a long time. He has also been closely involved in the development of the disability sector in Rwanda.
